At the NASA authorization hearings, the Director of Defense Research and Engineering Malcolm Currie also stated, with the resumed Soviet ASAT tests almost certainly in mind:
⦠satellite vulnerability has to be a major issue for us, a major topic of study and of planning over the next few years. The question is, can we maintain space as a sanctuary or not? We are taking some action in this direction. I had a Defense Science Board task group study this area during the last year, and I think we understand some of the problems. But there are many question marks that still exist43
As for the growing interest in antisatellite research, Currieâs testimony also gives an indication of why this issue was receiving more attention in the Defense Department:
⦠the Soviets are investing increasing resources in space technology for military purposes. Their level of activity reached an all time high in 1975. The systems they put into orbit are significantly more sophisticated than those deployed in the past. The trend signified by these activities indicates that they are reaching a point where their space systems will contribute substantially to the effectiveness of their command-and-control systems, and directly to the performance of their strategic and general purpose forces. Soviet space technology must be taken into account in the strategic equation, and in calculating the balance of forces for conventional war.44
